			<content:encoded><![CDATA[<p>Urban life certainly has its advantages. A wider range of job opportunities. Better restaurants. A more vibrant arts scene. Professional sports franchises.</p>
<p>Of course, there are drawbacks, too. Living in a big city means crowding, traffic, higher costs of living, and usually more crime.</p>
<p>In a perfect world, the advantages dwarf the drawbacks. Here on Earth, that&#8217;s not always the case.</p>
<p><a href="http://www.forbes.com" target="_blank"><em>Forbes</em></a> recently compiled its list of America&#8217;s most miserable cities, surveying the 150 largest metropolitan statistical areas in the U.S. (Population 378,000 and up.) Communities were rated on nine factors: Commute times, corruption, pro sports teams, Superfund sites, taxes (both income and sales), unemployment, violent crime and weather.</p>
<p>Who fared the worst?</p>

Conference races heat up, and national contenders begin polishing their resumes and thinking of high seeds for March Madness, known in more staid hoops circles as the NCAA Division I Men&#8217;s Basketball Championship.</p>
<p>In 2009, the tournament begins with the play-in game on March 17, followed by first-round action on March 19. The four lucky survivors will still be standing for the national semifinals on April 4.</p>

If you have money to spend or can qualify for credit, the downturn in the housing market is an opportunity to buy &#8212; and to find some real deals while you&#8217;re at it.</p>
<p>Which cities offer the best bargains? Using data from the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index, <a href="http://www.businessweek.com" target="_blank">BusinessWeek</a> came up with a list. Cities were ranked based on the share of homes sold in the second quarter of 2008 that would have been affordable to a family earning the local median income and willing to pay 28 percent of its gross income on housing.</p>

When Minneapolis-St. Paul opens its doors to the G.O.P., it will be the eighth different city over the past 32 years to play host to the event.</p>
<p>Republicans have done a good job of using their convention as a springboard to Election Day success, winning seven of the last 10 presidential races.</p>

<p>Thomson Reuters released its annual study identifying hospitals that demonstrated the fastest, most consistent improvement in the nation over five consecutive years. Nine of the 100 leading hospitals are in Texas. Florida and New York are each home to eight, and Pennsylvania boasts seven. Kentucky and Tennessee each have six winning hospitals, and California and Michigan have five apiece.</p>
<p>The study rated hospitals on eight factors &#8212; patient mortality, medical complications, patient safety, length of stay, expenses, profitability, cash-to-debt ratio, and use of evidence-based medicine. Researchers evaluated 2,867 short-term, acute care, non-federal hospitals grouped into five categories: major teaching hospitals, other teaching hospitals, large community hospitals, medium-sized community hospitals, and small community hospitals.</p>
