College administrators outside Central Pennsylvania can breathe a sigh of relief: For them, the annual release of the Princeton Review’s list of the nation’s top party schools will not bring a dubious No. 1 ranking.

This year, that distinction goes to none other than Penn State, which moves to the top spot after a respectable third-place finish in 2008. Last year’s winner, Florida, drops to second.

Who else made the Top 20? Here’s the list:

College endowment losses

It isn’t just the rank and file who are hurting in the economic downturn. Some of the bluest of bluebloods are feeling the pinch as well.

Harvard? Yale? Those staid institutions of higher learning are recession-proof, aren’t they?

Hardly. While no one appears to be on the verge of going out of business, America’s five best-endowed universities are having to rethink budgets and get by with less.

Here’s the rundown, with endowment as of June 30, 2008, and estimated loss since:

1. Harvard: $36.6 billion. Estimated loss: 30 percent.

2. Yale: $22.9 billion. Estimated loss: 25 percent.

3. Stanford: $17.2 billion. Estimated loss: 20 to 30 percent.

4. Princeton: $16.3 billion. Estimated loss: 25 percent.

5. University of Texas System: $16.1 billion. Estimated loss: 20 percent. (The endowment covers 15 campuses.)

The Princeton Review, one of America’s most widely-known education services and test-prep companies, and USA TODAY, announced the 100 “Best Value Colleges for 2009.”

The “Best Value” colleges list, reported on PrincetonReview.com and USAToday.com, features 50 public and 50 private colleges and universities. The Princeton Review selected these institutions as its “best value” choices for 2009 based on its surveys of administrators and students at more than 650 public and private colleges and universities. The selection criteria covered more than 30 factors in three areas: academics, costs of attendance, and financial aid, using the most recently reported data from each institution for its 2007-08 academic year.

The “Top 10 Best Value Public Colleges for 2009″ are:

1. University of Virginia (Charlottesville VA)

2. New College of Florida (Sarasota FL)

3. College of William & Mary (Williamsburg VA)

4. State University of New York at Binghamton (Binghamton NY)
