In unsettled economic times, the concepts of living well and living within your means too often can be at odds.
Every day seems to bring more bad news about foreclosures, bank failings, mounting credit card debt and other economic black clouds. Analysts struggle to determine whether we’re seeing the bottom, or if the worst is yet to come.
Not everyone, however, is on the brink of insolvency. Some Americans have managed to weather the storm without too much damage.
MenHealth.com set out to determine which cities were saddled with the least personal debt. From the bottom up, the Top 10 list includes:

9. Yonkers, N.Y.
8. Bangor, ME
7. Charleston, W.V.
6. Lincoln, NE
5. Fargo, N.D.
4. Honolulu, HA
3. Madison, WI
